The fuses are there to protect the wiring, not the devices, so the maximum is based on wire size. The usual minimum wire size is 16 gauge and the usual maximum fuse size is 10 amp. You can always go smaller, down to the the size recommended by the manufacturer of the device.

It might, but the manual will say for sure. Or just go with 10 amp fuses and call it a day. The exception would be a high-powered stereo amp, which should have heavier wiring that should run directly to the battery with the appropriate fuse or circuit breaker within a foot of the battery.

I keep the stock fuse holder on electronics (for warranty purposes) and run a 5-10 amp fuse to protect the wiring. You could omit the stock fuse holder and put the correct size fuse in the fuse block, to simplify things and keep all the fuses in one location, just hope you don't have to warranty anything.

Lights, pumps, blowers, etc get the correct size fuse for the device on the end of the wire, it's either written on the device or it's literature. IE: my bilge pump requires a 4 amp fuse.
