Kicks Up In Revers

I have a 1995 175hp Evinrude that when I put it in reverse the motor wants to kick up. It started when I had a bad battery and tried to lower my motor. When lowering it will bounce up and down as it got lower. I can even grab the lower unit and raise it about 4 inches. Need some ideas where to start looking. Any info would be greatly appreciated.

First thing i would investigate is the fluid level in the ptt reservoir......

The reservoir is full, unscrewed the screw a little and oil came out. I noticed that it looks like the main piston is leaking a little fluid from around the rod. I can pick up on the motor by hand and the piston will slide up. Then when I let go it stays where it is.

I raised the motor all the way up and loosened the manual release valve and it would slowly fall. It was good and tight because I broke a screwdriver trying to get it loose. Does it sound like the main piston is shot? If so can it be fixed with a gasket kit?

Does anyone know if the o-ring and seal kit #33 comes with every thing I need to rebuild my PTT? Even the plastic split rings on the manual release valve and the seals on the tilt piston?
