Lack of power from Merc 100 outboard

I've got an '87 Mercury 100 hp outboard that seems to rev nicely out of the water, but in the water at WOT, it's puting out about 1/3 of the expected power. <br /><br />The compression has been checked, the fuel pump was recently replaced by the P.O., carbs cleaned (they were a mess!), new prop, at least one of the inline fuel filters is clean (the other is more difficult to get to so I haven't checked it yet...is it typical for only one of the two filters to be clogged?). <br /><br />I have the manual and it talks about an accelerator pump and something called 2+2 which kicks in the other two of the four cylinders when more power is needed?!?! Is it possible this is not happening?<br /><br />Some of the linkage pieces on the side of the motor have been replaced, but as I said it revs up fine when out of the water.<br /><br />Sorry about the long post but every time I think I found what "Must be the problem", I get it in the water and No Joy...<br /><br />Thanks<br />Cam
