leaking gas at carb?

while the motor is running i have the air silencer cover off and no gas is leaking from the 3 carbs it idles well. when i shut the engine off a little gas leaks from each carb out the front.new spark plugs,compression is 125 for all 3. is this normal,i am having trouble to get full throttle.alson on the throttle linkage there are three coil springs.on the choke linkage there is one spring not a coil spring.i also found another spring laying down in the motor would some one know if this should be somewear on the linkages.<br />1974 johnson stinger2 70hp

You probably will need to look at a parts list to ID the spring and where it goes. Perhaps a helpful dealers will let you look at their PL.
