leaky foot

I was helping someone replace a water plump on a 1983 90 hp when we were puting the foot back on we noticed a small hole at the upper end of the foot leaking oil. Is this normal or is it a sign of trouble?

After reading past forums, I think it may be a bleed hole that will show unburned oil from the motor. It said this is normal, I hope. Any other ideas?
