leans to the right?

I have a 94. SmokerCraft ProMag with a 98' 90hp Mariner. The boat steers to the right so i adjusted the trim tab all the way over and it helped a little but i think that the cause of the problem may be that the boat sits in the water with the right side deeper. I am only 150lbs so I do not think that I am weighing it down and also when i move to the left side, the boat just becomes more level. Does anyone have any ideas what might be causing this?

The gas tank is underneath the floor so i assume that it is spread ot fairly evenly. one of my live wells is in the back left and the other one is centered in the front. The only heavy things i have stored in it are the anchors and they are both on the left. I am by myself in the boat but I can move all the way over and sit on the left edge of the boat and that just levels it out.

Is the boat leaning in the water with no one aboard? If so, you may have Wet or saturated floatation under the deck. Just a thought.
