Leg Locking mechanism on 1964 18hp Evinrude

The leg locking mechanism is not locking in the horizontal position,it locks in the vertical position no problem.
It did used to lock.
I suspect this is a common problem that has a simple answer.
I am a bit wary of getting my fingers trapped when searching for the fault.
Has anyone had to deal with this problem?

I can find no reference of the 1964 18hp having a system of locking the motor in a tilted up position. Friction at the tilt pivot is the only thing that holds the motor tilted up. It can be adjusted. The motor does a reverse lock that will keep the engine from tilting up except upon an impact.

Correct, if you want it to stay up you have two choices. One, tighten the nut on the tilt bolt on the clamp bracket. It has a heavy spring under it that can add friction to the tilt. Also makes it a bit harder to lift up. Second choice is to keep a stick on a string tied to the transom somewhere. Tuck the stick under the saddle bracket when the motor is tilted, then lower the motor down onto the stick.

Thanks gentlemen,I get the picture.
Looks like the bolt with the spring might have loosened.
I do the stick trick on my 6hp Evinrude fisherman.
