i put a test light on both wires going to the lift pump and it’s not lighting up first question should it

Battery connected (and correct polarity)? Key on? I think the fuel pump is electric, but the lift pump probably would not be -- mechanical pump getting it's pulse from the fuel pump.

Yes battery is good the fuel pump goes on for about ten seconds but the pump is bone dry and the lift pump gets no power from either wire connected to it no noise or anything I was thinking about connecting a low pressure fuel pump between the fuel filter/ water separator and the fuel pump just to see what happens any thoughts on that?

STOP!!!! Get a FACTORY manual on this motor. The lift pump is a mechanical pump and has no power or wires to it. The only pumps powered is the oil injector and water cooled fuel.

No, that doesn't follow. The lift pump may or may not be working properly, so could be an issue -- haven't ruled it in or out.

I think I would look for blockages first. Think fuel filters and pickups/pickup screens. Blow out fuel lines, perhaps.
