I need to calculate the lifting/lowering capacity down to the water. If I use a 9k Extended Reach forklift to lower boat into water, 12' down, below dock/grade level. Straps will hold boat so boom will still be up about 20 degrees.

How much will lifting capacity be decreased?

every boom is different.
Read the lifting chart on the lift vehicle, chart should show you the weight at what angle and how much out on the main boom and the extension boom.

But they only show the weight at Fork level and grade level. Does it matter that the actual weight is up to 12' below?? So if Forks are at 30 degree angle but my weight is actual - degree. Sorry to be ignorant.

That has been a question we have asked the MFG of our boom trucks, main boom, second boom, third boom full extension.
This is a question only the MFG can ansewer, give them a call if there is nothing on the load chart.
