lil rider trailer issues/questions

just bought my boat/ trailer. trailer came with no paperwork other then a bill of sale, i live in delaware and thats going to cause issues. there is no vin stickers anywhere on it, there is a fading spray painted set of 6 or 7 numbers on the drivers side but thats it... how many numbers are in a vin number for a lil rider trailer??

while googling that there was a ton of results saying delaware made that illegal and was cracking down on it
