Locked down 7.5 Johnson

I just bought a 1982 7.5 Johnson and it is locked in the down position
I turned the black lever but it still will not release
The lever seems to work
Help please

I do not believe shifting has anything to do with tilt on these.-----Loosen the pivot bolt ?

yes that does not work I know on my Mercury it has to be in forward to tilt

??----There must be a bolt on top of the bracket that the motor spins / tilts on !-----It is item 25 and has a friction block and tension spring as well.----Was motor used in salt water ?

I loosened the bolt and it worked Tension spring must be broken because it will not stay up but it is usable THANK YOU

Adjust a wee bit at a time to increase friction so it will hold up.----And get this, maybe the friction block needs a smear of grease.
