That is exactly what I seen when I tore my deck up for damp foam. I was quit surprised at the workmanship after seeing it and knowing how I use to gelcoat and run a chop gun for 5 years. I was actually embarrassed after talking to boat dealers around here, he said most boats are built the same way. I guess it all depends on who you worked for as our work ethics was to do it right and we did or got fired. I guess their plan was just to put enough csm in there to hold the stringer. Csm is actually quit strong if it is applied properly and what it bonds too never gets wet. I I think their plan was nothing was ever suppose to get wet and everything tied together worked. I never questioned their design, I just questioned water intrusion prevention. My stringers were so damp. I know they would never dry out enough up here to get new glass to bond to it again. So it was easier just to start out with new wood. If a man can stop water intrusion he has rot beat and overkill of fiberglassing does not stop this problem.
