The big round thing is indeed a test tank, its a t-100 made by specialty mfg, the upright on it is a air-hydraulic lift, it lifts the outboard up then you spin it around and lower it down into the tank, the tank is nicely baffled and has restrictor squares on the far interior wall, so there is no need for speed props used for load testing a engine. This test tank new cost just under $5000.00 new. plus shipping & it is indeed heavy!!! So how do you get the heavy outboard off the boat and over to the tank? Item number 2 the thing with the 2 handles is used to walk up behind the boat and the 2 lift bars go just under the engines lower pan jack it up then roll it over to the tank, this lift also has a top lifting boom to lift motors from the flywheel etc. it will lift an outboard to a height of about 10 feet, its also made by specialty mfg. its called a motortoter superlift. it sells new for just over $3000.00 plus shipping..
