loose front cleat

Noticed that my front cleats are loose. When i tried tightining the screws they just spin. I have no access at all to get behind them. Are they screwed into an anchor or what? If i take the screws out are the anchors going to fall out and then i'm screwed because i can't get behind the cleat? Some help with this would be great

There should be a nut (and hopefully a backing plate) behind the cleat. Hopefully there is some way to get to these. I had a boat once that had flotation foam installed behind the cleats so I had to devise another method or remove the foam. Try lifting the cleat while slowly turning the screw; sometimes that will put enough pressure on the nut that it will "catch" and allow you to tighten it. Screws into fiberglass would not be very secure, there should be a nut on the underside.
