Loosing Tell Tale at full speed

I was out running the 70HP and found that a few times at full speed I lost the tell tale. Slowed down and it came right back.

Impeler and pump housing was just replaced about a week ago.

Happened is a light to medium chop bay with a 17' boat. Is this normal or is it possible that with the chop the lower unit isn't long enough to stay in the water enough to keep the flow?

Where is the cavitation plate related to the bottom of the keel? If more than approx. 1-1 1/2" above keel , possible intake is catching air at plane.

Guessing that the cavitation plate is the horizontal plate with the Zinc Anode on it at the back of the motor pointing down.

That plate is even with the keel of the boat.
