Neither! Chrysler used a "GOOFY" control system where the inner cable moves at the control box with the outer sheath anchored solid while the outer sheath actually moves the shift lever at the engine with the inner cable anchored solid. It works, but I think the engineer who designed it was doing drugs at the time.
It is sometimes sloppy and there is not much you can do about it.
If your engine is a larger Chrysler, you do have the option of moving the cam that activates the neutral interlock switch a bit. However, usually it is enough to simply move the control handle into reverse position a little, not enough to actually shift the engine into reverse, then back into neutral. This usually centers the shift mechanism and neutral interlock again.
The anchors on both ends of the control cable are adjustable as they thread onto the cable and inside the control box there are two different holes in the shift lever. You can change the attachment point for the cable anchor/pivot. Most times this will not help anyway but you can try if you are desperate.
