losing oil on starboard side of engine and having starter issues

I have a 99 Volvo Penta 4.3 GL and on the starboard side of the engine next to the drain plug on the cyclinder block there is a small hole that looks like it should have a plug in it that is shooting out small amount of oil while running. Does anyone know what this hole is and if needs a plug what size? Last summer i bought a remanufacture short block and installed myself and i dont know if i was missing this or if it just worked itself out. Also i am currently having an issue with my starter were the bolts keep working themselves out. I tried using lock tite on the threads but still seems to be doing the same thing. Has anyone ever had this issue and if so what do i do?

Ayuh,..... My Guess is, yer hole is an unused dipstick port,...
I believe a 5/16" or 3/8" plastic push-in plug will fit,...

Donno 'bout yer starter,.... did ya use New bolts,..??
Maybe add the forward starter brace 'tween the starter, 'n block,...

The V-6 at least mine does have a forward brace on it and I have never had a problem with the starter bolts working loose...
