Losing power at WOT

Finally some good news!! Got her running but still one last thing. Starts fine and idles good. Has a slight miss (lean pop) every 5 seconds in nuetral at idle. Runs perfect when put at WOT for about 5 seconds and then drops rpms and speed and then runs at about 3/4 speed perfect all day long even though the throttle is kept at WOT. Then put is back in idle and sounds great. Again advance the throttle and she'll run like a bat outta hell for about 5 sec and then drops rpms and speed. I did this 10 times with the same exact result. Seem to think it is vro fuel pump but I've already replaced it but I put a used one on and I dont know if it is working properly. Had my partner pump the bulb when it happened and it didnt help at all. ALso tried pushing in key for primer and did not help. Is there a way to test fuel pump before I waste more money. I even pulled outlet fuel hose on vro and cranked it and it shoots spurts of fuel consistently , but Im not sure if it is shootin strong enough spurts. Anyone have this issue?? Pretty sure its fuel related. Seems like fuel is not keeping up with consumption, but it does run fine its just running 35mph instead of 40 at WOT.

Any fuel filters in the line or the screen in the pump could be plugged
