lost about power trim

I have a '98 johnson outboard 90. When I press the down button the motor runs. The motor is resting on the lock so it will not go all the way down. When I press the up button I get nothing. I have changed out and swapped the relays. And this happen whether I press the switches on the motor or the ones in the boat. I check the voltage on all contacts on the relays. The
Blues has 12 volts but there in one blue white that only shows about 7 volts and I can not find were it comes or goes.

Do you get the same result when you swaped the relays ? Check all connections corrosion can kill a circuit.
