HI, I have a Mercrusier 350 mag mpi and have had a loud squealing noise which is the serpintine belt something is sticking and the belt is running over it but can't tell what. This has happend once before but went away after a few minutes. It did it again this weekend and the motor would'nt start. It would turn and try but could only barely idle then die.I think this boat ,Bayliner 1999 capri has an computer that will log problem codes but not sure how to check it.Any help would be greatly appreciated.

The computer won't tell you that kind of stuff.
Remove the belt and see what doesn't turn.
Probably one of the idlers. (a)

When it first happend the audible warning system sounded and I turned the motor off.Thats when it would not start again.I let it set for about 15 minutes and it cranked fine.

Squeeling belts do not set codes
If it's turning too slow because of a locked up pulley or low battey it won't start. Plus it won't set a code either.Your problem may be a bad alternator that locks up on occasion, if it isn't charging and the battery shows to low a voltage while trying to start, the engine will not fire up.

When my raw water pump impeller vanes "flopped" backwards, the motor would start, but the belt sat still & squeeled horrendously. My advice is to loosen the idler pulley , then try to turn the alt, power steer pump, and raw water pump by hand. I'll bet you a nickel that the pump is stuck. Good Luck
