Low Compression Cylinder Head Kit???????

I have a 90 Johnson 200GT. I was looking at a parts diagram of the power head and it shows it contains a low compression cylinder head kit. ( part # 0433553 ). I was wondering it anyone knows what a low compression cylinder head kit consist of. The diagram doesn't show what it is but it sells for around $200.00. Thank for any help.

Low comp head kits were sold for use in countries like Mexico, where the fuel quality at least used to be crummy and motor octance was < 86 in a lot of cases. Still used in third world countries, I'm sure.
