Low idle adjustment

Picked up an Evinrude 5402b it runs on high but won’t stay running during low idle. I’ve adjusted the low idle screw back and forth but I can’t get it right. I’ve gone through the carb and everything else looks brand new. I’ve never had a boat motor before so any input would help. Thanks in advance.

Did you remove the expansion plug on top, and clean underneath? With the plug out, dry fit the needle and see if the point peeks through the housing. Sometimes the tip of an old needle is jammed in there.

One thing I have found if you have a low idle one is tempted to adjust it richer ( more gas) and it makes no difference. On low idle try leaning the mixture instead.
