low idle cough

I have a 1998 115 crossflow just rebuilt with about an hour on it rebuilt the carbs new powerpack good spark on all 4 cylinders new boysen reeds. It starts right up and idles but it coughs or has a small backfire non stop! when it idles it will cough and act like it wants to die then rev up to where it wants to idle then coughs and idles down then it idles back up it does this back and forth. I am runing the fuel 25 to 1 for the first 10 hours could this be whats causing it to do this? or should i look somewhere else?

sounds like carbs. were they rebuilt with the block? or this reinstalled?

I rebuilt them along with the block! It seems to cough and sneeze when idled up to not just low idle!
