low power, stalling, dumping gas, strong gas/exhaust smell

We just purchased a 1990 Ozark Deck Boat w/5.0L Alpha1 mercruiser engine from Nebraska. We live in Denver (5200 ft elevation) and on the first outing w/ the boat, top speed was 30mph and 3rmp. With the blower on, when docking, the engine stalled everytime when putting it in reverse, and occationally when putting it in drive. We changed the prop and then took it to Lake Granby (8200 ft elevation). Top speed there was 20-25mph and 2rpm. We burned 30 gals. of gas in about 4 hrs. It stalled quite a bit of the time when going into reverse and sometimes when going into drive. It also takes a few tries to get it started. Throughout all of this it seems to have strong gas/exhaust smell. <br />Any ideas?

Rejet for altitude and adjust the shift cable and interuptor.
