low speed valve threaded bushing loose??

I have a 1965 33hp Johnson. I am tuning up the carb but I have a problem. The threaded bushing inside the low speed valve housing just spins. Does it need to be "glued" back in place or is it just suppose to stay in place by the packing and nut??

The packings and nut hold it in place.
