lower gear case install pre alpha/shift shaft

Okay, I just replaced water pump, could someone please give me step by step instructions on installing lower gear case? What I am confused about is what is the position of the shift shaft supposed to be when I install it? And is the shift lever supposed to be in the forward position? I put the boat in the water and It would not engage in forward or reverse, so my wife and I are ready to try again even if it means we have to drop the lower gear case and start over. Could someone please tell me what I might have done wrong? Thank you

The lower splined shaft is turned fully clockwise and the prop shaft is turned fully CCW untill locked
With the control box in full FWD, raise the lower unit up . turn prop SLIGHTLY CCW to line up the driveshaft splines
Once lined up, catch the front stud with 2 turns
make sure the brass lower shoe locates on the splined shaft in a straight line with the prop locked CCW
install the 2 side nuts MAKING SURE THE BRASS SHOE SLIDES UP AND DOWN ON THE SPLINED SHAFT and locates in the upper shoe
install remaining hardware and fill drive from the bottom
