Lower Idle Speed

I have a 1997 rude 60hp. I will have to get back with model #.

like the title says, what is the correct adjustment? I I am being lazy and have not pulled out my manual at this point, and am not like doing it tonight or anything so it's not super critical at this point.

At idle in gear in water it idles around 1000 or just below, like barley. The tach was questionable as it was reading really high and would flot all over the place. Bit from advice from a local marine mechanic he said take the knob and twist it back n fourth a few times and that usually fixes them. It did cause it to read lower closer to where I think it's running by ear but I know at this point I still question the tach (yes it's set in the right place) and the correct way would be to verify that with a new one or an optical or something as well before adjusting anything as the idle does not sound high by ear but it is a toon and I am not some super refined outboard mechanic.

But to the question. Is the proper adjustment the idle stop screw for the linkages or is it to adjust the throttle cable where it mounts to the motor? But thinking out loud , if the linkages are against the stop already when throttle is all the way at idle adjusting the cabe will do nothing but put slack in the cable or something.

Would need to pull the remote cable off the motor, adjust the idle stop screw if needed. But maybe no adjustment needed, if the tach is a bit off. If it shifts smoothly with no jerking, might want to just go boating.

Once the idle speed is set, you need to adjust the throttle cable so the idle speed adjustment screw presses against the idle stop with a bit of pressure(preload)

Yes it shifts pretty smooth, no jerking. It ground just a tad last year after I did waterpump (didn't go out that many times last year). I had the shaft mis adjusted so I shifted real fast to foward. But begenning this year I dropped it and adjusted it. And it is smooth not grinding or anything.
