Lower out drive questions, '89 Searay

Hello,
I recently purchased a 1989 Searay Overnighter.
The seller told me he had the entire lower unit rebuilt.
I took it out for a ride for about a half hour, ran great!
Next time, dead at the marina, not getting fuel.
I was fortunate to have a technician come out and give me an estimate on repairs.
​​​​​​It included:
rebuild water pump, repair kit
Pull drive, install impeller
Install drive, fill with lube
(More items on the estimate, just showing water, impeller items)
So, my question is:
Do the above repair items pertain to the "lower unit" that was supposed to be completely rebuilt prior to me purchasing it?

You say " no fuel "-----So why are they wanting to look over the outdrive here?------Those items are all parts that would have been looked during drive work.

As stated, I did not post the rest of the estimate which involved fuel pump and carb.
I just want to make sure I understood the terminology before I consider taking this guy to court.
I have the old parts, which you can tell were never replaced.

Let us know when you are appearing on Judge Judy. Are you going after the previous owner or the mechanic?
