Lower shift shaft

I have a 2002 Mercury 50 ELPTEFI 4 stroke. My question I am trying to clear in my mind is when the lower unit is removed and on my bench I shift the shaft into neutral and it clicks in. Now is forward gear Clockwise or counter clockwise? I think something inside my gear case is wrong. Mine reverse is CCW and forward CW.

Look at the upper linkage when you shift the lever from forward to reverse and see which way it turns. That will answer your question.

That is why I am asking Mine seems to be backwards.

spin the shifter shaft on the lower when it is in gear spin the drive shaft and see what way the prop is spinning that will let you know what gear you are in
