Lower shifting cable on a 1990 omc with a 4 cyl 3.0 motor

My lower shifting cable is stuck and will not move. Is there a trick to freeing them up? Thank you.

IF??? your cable is stuck then it needs to be replaced.
First, pull the drive and clean the bellcrank area.
Lots of times the crank gets corroded and locks in place.
