Lower unit gear lube, How Much?

I have a 93 75 HP model M75. I cant find any info on how much lower unit gear lube the lower unit holds. After I drain out the old I can only pump in about 24oz until it pours out the holes. Does this sound correct? Thanks Tom

The gear case capacity is listed 22.5 oz.
