Lower Unit gear selection during case mate

I have a 1990 Mercruiser Alpha one and I recently changed the oil seal, and water pump but after assembling it I have a question which is eating at me. How can I tell the the orientation between the shift are and the lower unit are in sync?

Should the far most counter clockwise position be forward and the shift arm should be facing forward? I want to make sure I have it set up correctly before attempting to attach it to the boat.

Yes, the shift rod FORWARD while prop gently locked counter-clockwise.
