Lower unit leak around screws?

I have a 1977 johnson 75hp stinger and I noticed oil leaking around the 2 screws on the lower unit. The oil is completely black so doesn't look milky or anything. Are there supposed to be rubber seals or something under the screws? Maybe they need replaced? What should I start with?

The drain / fill and the vent screw are supposed to have a nylon washer.-----Best check and make sure.----Repairs can be expensive.

The drain plug screw and the other big one on the lower unit.
