LOWER UNIT LEAKING

I HAVE A 1997 MARINER THE OIL IN THE LOWER UNIT LOOKS MILKY WHEN I CHANGE IT IS THIS WATER ? IF SO HOW DO I CHANGE THE SEAL ? DO I NEED A SPECIAL TOOL ? PLEASE HELP

You probably have at least 3 seals (drive shaft, prop shaft, shift rod + the gaskets on the vent/fill plugs). You need to know where the leak is 1st. Drain the gear oil and pressurize the LU with air to ~ 10 psi (don't not exceed 15 psig). Put the LU in water and note where the leak(s) is.<br /> If no leak is evident, apply vacuum to LU and look for leak again. I assume you have a shop manual, if not, get one. Proceed to change the leaking seal(s).
