I have a 1991 John 70 hp J7dtleie motor the dealer sold me gasket part #0311598 washer. When I removed the fill and drain plugs there were no plastic washers just a rubber o ring seated on the screws. Does this motor use the plastic or rubber o ring??? The screws do not fit flush with the plastic ring installed???

It's probably been changed over to the 0-ring plugs. Normally, you can buy the O-rings at any marine supply store...near where you get your lower unit oil.

If not, head back to the dealer. You shouldn't use the plastic gaskets with the o-ring plugs.

There are a few different fill/drain plug screws. The ones with grooves under thier heads take o-rings, the ones that are flat but with an outward bump take nylon gaskets, and the flat like a normal screw ones take paper gaskets.
So, it depends on which plug oyu have in there.
