lower unit oil milky after running on the muffs?

I have a 1981 75 HP evinrude and decided to change the lower unit oil at the beginning of this season. Oil was milky, so I drained it all and replaced it.
I then checked to make sure the motor was running, on muffs, without putting the motor in the water. I then checked the lower unit oil level again and the oil was....MILKY!
Was it just that I might not have got all the old oil out or can some of the water from the muffs go into the lower unit? (through the water pump?)

Whenever the engine is running the midsection is partially filled with water.

The driveshaft seal is under the waterpump in the bearing carrier to keep the water out and the oil in. You can also have water enter from the top of the gearcase through the shift rod seal.
