I don't expect it would hold anything close to a quart, I don't have a capacity chart handy, but probably in the range of 12-18 oz of Hi-Vis Marine gear oil.
Wal-Mart carries Hi-Vis oil for around 3 bucks a quart and you can purchase a manual hand pump which will greaty ease filling the lower unit.
To refill, first remove lower (drain) plug then the upper (vent) plug and drain out old oil.
Fill from the drain hole until oil comes out the vent hole. Replace vent plug first then drain plug.
Be sure to check the gaskets/O-rings on vent & drain plugs and renew as necessary.
