lower unit oil

i have a 1974 70hp johnston motor.when i drain the oil very little comes out and very little new oil goes in what is wrong

Leafs,<br />How you filling the L/U????<br /><br />Remove both upper and lower fill/vent screws. <br />Drain L/U<br />Insert spout of nozzle into lower hole.<br />Squeeze container until gear lube shows at top vent hole.<br />Don't remove nozzle in lower hole. Replace upper vent screw.<br />Remove nozzle from lower hole.<br />Replace lower Fill screw.
