Lower Unit will not drop. Help!!

Changing the Impeller Waterpump on my Alpha I Gen II 2003. I drained all lower lube out and removed my rear anode. I have removed the Front Center 1/2" bolt and removed Port side lower unit bolts, nuts and washers. Loosened both starboardbolts and nuts and the shifter is in FORWARD. The spedo connectoor has been disconnected and the lower unit is still not budging off from the upper unit. I have an orage deadblow hammer and a small block of wood that i was tapping to break it free. But still not moving.
I have read all the removal instructions, and i believe i am following the procedure properly. Any help would be appreciated.

out and removed my rear anode.

The anode covers up a bolt that holds the lower to the upper. Did you remove that bolt too?
