I have a 99 evinrude 28hp SPL and I have oil leaking out from above the prop BUT below where you unbolt the lower unit. I looks like a tiny screw hole. Can't really tell for sure. What is that hole for?

A nice pic of the issue is better than fifty written words...

Very likely that is a weep hole that helps the water to drain from the leg.The "oil" is exhaust residue.

SO If this is a weep hole as you say - will it hurt oil coming out like it does. It looks like it would drain my lower unit OR does it have anything to do with the lower unit oil. Was this a common thing? By the way my motor is an 88 not a 99. Yes I am working on getting a picture just to make sure that we are on the same page. Thanks

You would be wise to pressure test the gearcase.----Yes there are drain holes for casting cavities.----And often gas / oil residue will leak out of them.---Do not plug those holes.----If lower unit gets water in it repairs to gears and bearing can be big $$ trouble.
