lugging question

Are you lugging when you can't reach the max rpms or when you don't run at max rpms? In other words if I can run a V-4 cross flow at 5800 rpms at WOT but choose not to because I don't want to go that fast, am I lugging the motor evn though it is set up to run optimally at WOT?

No, you are not lugging when you run your engine as you've explained it.

Lugging is defined as having the throttle applied to full throttle, having both the spark advance and throttle butterflies wide open, but having a propeller of the wrong size (too much pitch usually) installed which prevents the engine from developing its recommended top WOT rpm specification.
