making sure lower gear oil if full

I drained my oil began to fill untill oil came out bottom. I tightend the lower screw and continued to fill it only took a quarter of a quart. is that enough? the engine is a 87 yamaha 70hp

You're supposed to fill from the BOTTOM until the TOP spits out oil. Doing it from the top will leave air pockets and not allow you to get all the oil in, as you have experienced.

Bhile has the answer. The manual pump is the way to go.

Yes, those pumps make it easier, but the bottles you buy are designed to be "squeezed" into the fill hole. Can be done, but you're right, the pump is MUCH easier.
