manual primer check

On my 87 Johnson 20hp/manual start,it is equipped with a manual primer on the engine.When i pull it out it is usually hard to pull and feels like its under vacuum.Sometimes when i pull it out it takes a couple pulls out before the resistance is felt.Is this normal?Is there a easy way to check if the primer is working properly?There is a fuel hose going from the carb bowl to the primer and n 2 smaller fuel lines going to the manifold and the other to the back of the carb.Thanks

try it with the hose off that feeds behind the carb the brass jet is clogged sometimes.......

pulled the line off at back of carb and it spits fuel when i pull primer out so i guess its workin O.K. thanks
