Manual start problem E10freleu

I have an electric starter on my Evinrude E10freleu and the 19 years I have own the motor I have never used the manual pull start. I though it may be a good idea to try it out. I tried pulling the rope but it would not move. I looked at the lockout system and can?t see how it can move the plunger out so that the rope can rotate the when the motor is in neutral. Anybody have info on this unit ? The manual isn?t that helpful. Apparently the fact that this manual system doesn't work doesn't effect my electric starting.

If you have the throttle too high you can't pull the rope.
