Manual Tilt for Older Model Mercury 650 3 Cylinder

I recently acquired a 1985 Sport Craft Challenger with an older Mercury 650 with power tilt. See attached photos. Does anyone happen to know whether this engine is capable of being manually tilted up or down? For the life of me, I cannot figure out how to tilt the engine up, despite having removed the locking pin and trying to tilt it in forward or neutral. Is it possible that some of the older models don't manually tilt?

The Pump and Reservoir are in the Boat. On the front of the Pump/Reservoir there should be a Big Knurled Knob. Backing that out will allow the engine to be tilted up, but not it doesn't allow lowering the Motor back down
