Manual tilt problem.

1976 40hp Evinrude on a 1970s fiberglass runabout. In the spring I rebuilt the transom and I built up the center where the motor sits, because the it was too short for my long shaft. I also had a leaky keel, but that has been fixed, so the boat sits higher now. For reference the bottom hole on the tilt I will call 1 and the top hole is 4. When I run in hole number 2 I have a great hole shot, but after it planes the bow digs in and splashes water and runs around 23mph. When I run in the 3rd hole, on take off the bow rises up and the prop leaves the water if I give it too much throttle. But when in the 3rd hole at wot I can get 27mph. But the prop loses grip if the water is rough. My question is should I raise it up and run in hole 2 or drop it and run in 3.
