manual tilt really tight

Hi!
I have a 2003 25hp mercury 2 stroke. The manual tilt/trim has gotten really tight and hard to move on it. Basically I have to put all my weight in to it to lift the thing up when in the boat. I made sure there was grease in it, but didn't seem to help any.
Can anyone please help me with some direction to proceed troubleshooting/fixing this? I really appreciate any and all comments!

Are you boating in salt water? I would pump grease until it comes out clean.
