Manually lower 290 volvo out drive

How do you lower it manually? I took the pump out already.

If the pump is off, and the lines are open, the drive should drop by itself and oil squirt out of the lines. If it doesn't, I gotta ask, with all these corrosion problems you have been having. Was this a salt water boat?

It was used in brakish water sometimes. It was usually flushed out but I think that is why it has so much rust.

The oil looked brand new in the pump and the lines have no rust at all. Is it likely that there is something rusted inside the out drive?

What is the next step for me? I am sure the drive needs some kind of maintenance anyways.

It's possible the bushings around the pivot pins for the drive tilt are corroded. You may have to put some weight on the drive (aka jump on it) to get it down.
Put a plastic bag around the trim lines to catch the oil.

I put a dab of penetrating oil on all the moving parts, then I was able to push the out drive down by hand ( about 20-25 pounds of pressure if I had to guess).

It should fall on it's own, with no pressure. Pull the pivot pins, clean the corrosion out and put in new plastic bushings.
