Can I install a set of j tubes on my 670 Holley and make it safe to use on my boat, or is there something I am missing. Thanks

I wouldn't do it. I don't think it would be USCG approved even if you figured out what changes to make. You would be opening yourself up to a tremendous amount of liability if it were ever to be found to be the cause of an accident...
