It is against the law to operate on marine VHF frequencies on land. As far as getting caught, here's a story I heard over this past weekend...

A guy was out with a dead starter on his boat and called Sea Tow for assistance. The Sea Tow captain told him to key up his mic for 10 seconds without saying anything so they could get a fix on his location. The Sea Tow captain was able to determine his location based solely on 10 seconds with the mic keyed.

Are you talking about a VHF radio as TBarCYa is refering? Or are you talking about a stereo that is "marine". If you mean VHF, it's as TBar says. That's what CBs are for. If you mean a stereo for your dash, yep you can use it in a car, no problem.
